Barbering and Cosmetology Advisory Board Meeting

Discussion and possible creation of a new Workgroup, or assignment of a current Workgroup, to study and provide recommendations on which products, preparations, or procedures should be allowed or prohibited in the practice of barbering or cosmetology, based on whether they come into contact with or penetrate the dermis layer of the skin, including microcurrent devices and other energy-emitting devices.
  7. Discussion and possible recommendation on the proposed amendments to existing rules at 16 Texas Administrative Code (TAC), Chapter 82, §§82.10, 82.20, 82.80, and 82.120; and the proposed repeal of existing rules at §§82.21-82.23, 82.26, 82.28, 82.29, 82.31, 82.40, 82.50-82.52, 82.54, 82.65, 82.70-82.74, 82.77, 82.78, 82.90, and 82.100-82.114, regarding the Barbering and Cosmetology program. The proposed rules implement House Bill (HB) 1560, Article 3, 87th Legislature, Regular Session (2021), which consolidates the barbering and cosmetology professions into a single Barbering and Cosmetology program, with new license types and standardized requirements for practitioners, establishments, and schools. This agenda item includes discussion of the public comments received on the proposed rules.

The Barbering and Cosmetology Advisory Board will accept public comment for the October 31, 2022 meeting. 

Written comments must be submitted to Board.Comments@tdlr.texas.gov by no later than 12:00 p.m. on Friday, October 28, 2022. Comments will be provided to the Board members for their review prior to the meeting but will not be read aloud during the public meeting. 

If you wish to address the Board during the public meeting, please provide your contact information to Board.Comments@tdlr.texas.gov by 12:00 p.m. on Friday, October 28, 2022. During the meeting, you will receive an email with a link/phone number to join the meeting. You will be given no more than three (3) minutes to speak. The presiding officer may reduce the time provided for public comments based on the number of requests received. Ensure that you have a reliable connection and clear audio. Sharing of pre-recorded audio or video is not allowed during the public comment period.
