- Discussion and Possible Appointment of Workgroup Members for:
(1) Providers, Instructors – duties include operations, inspections, license renewal requirements, standards of conduct;
(2) CE, Curriculum and Fees – duties include approval standards for curriculum guidelines, hours for CE, program fees, and all other educational matters; and
(3) Enforcement/Compliance – duties include criminal conviction guidelines, penalty matrix and all other enforcement matters. - Discussion and possible recommendation on the proposed amendments to existing rules at 16 Texas Administrative Code, Chapter 84, Subchapter A, §84.3; and Subchapter M, §§84.500, 84.502 - 84.504, and 84.507, regarding the Driver Education and Safety Program. The proposed rules are necessary to implement Senate Bill 1831, House Bill (HB) 3212, and HB 3319, 87th Legislature, Regular Session (2021), which amend Texas Education Code, Chapter 1001, to require that the curriculum of each driver education and driving safety course include information relating to, human trafficking prevention, the dangers and consequences of street racing, and the legal requirements for the passing of certain vehicles. The proposed amendments implement these bills by updating the driver training curriculum requirements in the DES Program Guides, which are adopted by reference in the rules. This agenda item includes discussion of any public comments received on the proposed amendments.
