  7. Discussion and update and possible action on progress of workgroup regarding rule amendments to 16 TAC Chapter 84, including but not limited to, safeguards to prevent unauthorized production or misuse of electronic course completion certificates, and modifications to the Program of Instruction

Discussion and possible recommendation on proposed new rules at 16 Texas Administrative Code, Chapter 84, Subchapter C, §84.48; and proposed amendments at Subchapter D, §84.51; Subchapter M, §§84.500, 84.502 and 84.503; and Subchapter N, §84.600, and the public comments received on the rule proposal. The proposed rules implement Senate Bill 30 and Senate Bill 1051, 85th Legislature, Regular Session (2017). Senate Bill 30 added a requirement to include information related to law enforcement procedures for traffic stops in all driver education and driving safety school curriculum; Senate Bill 1051 requires all driving safety schools include accommodations for deaf or hard of hearing students; and for the Department to develop an online driver education course in American Sign Language
  9. Discussion and possible recommendation on proposed rule amendments to 16 Texas Administrative Code, Chapter 84, Subchapter E, §84.61 and §84.63; and Subchapter K, §§84.300, 84.301, and 84.302, to reduce program fees and to implement Senate Bill 848 and House Bill 912, 85th Legislature, Regular Session (2017), regarding the option of electronic delivery of uniform certificates of course completion
  10. Discussion and possible action to recommend approval of the Penalty Matrix for the Driver Education and Traffic Safety Program
