Job Description

The Human Trafficking Prevention Team Lead is selected by and responsible to the Advisory Board and Anti-Trafficking Unit Manager. The Human Trafficking Prevention Team Lead performs highly advanced consultative services and investigative work in support of the agency’s human trafficking prevention and rapid response program and is responsible for assisting in the planning, development and implementation of the agency’s strategic response to human trafficking within licensed and unlicensed facilities. Work involves interacting with and assisting diverse populations and human trafficking victims and survivors; analyzing database records; performing extensive research; providing technical assistance on program services; assisting in the preparation of reports and other research projects; developing procedures and practices for identifying and addressing human trafficking; developing resource manuals and other educational tools; providing internal and external training; coordinating with law enforcement, governmental agencies and community organizations; and planning and conducting complex inspections and investigations, to ensure compliance with Department statutes. Prepares reports on findings and may assist with recommendations on actions. Travel is required and may be up to 50% of the time and may include overnights and weekends. The Team Lead works under minimal supervision with considerable latitude for the use of initiative and independent judgment. 
The position is located at the North Campus 1106 Clayton Lane Austin, TX 78723.

Essential Duties

  • Plans, prioritizes and performs a variety of technical, research, planning, policy, program assessment, and administrative activities in support of the human trafficking and rapid response program including providing high-level technical assistance to the Advisory Board and Anti-Trafficking Unit Manager and Executive Office.
  • Provides guidance and direction to Anti-Trafficking Unit team members in coordination with Anti-Trafficking Unit Manager and monitors progress of assigned projects and activities. 
  • Coordinates, consults and collaborates with agency staff in program planning, development, implementation, analysis, and documentation of the agency’s anti-trafficking efforts.
  • Assists in overseeing interagency coordination related to victim services and facilities/persons suspected of human trafficking.
  • Collaborates on the analysis, development, documentation and improvement of policy and procedures for the Human Trafficking Intervention and Rapid Response program.
  • Analyzes and collects data from TDLR databases and external resources to identify trends and signs of potential human trafficking within the regulated community and/or by unlicensed operators or unlicensed facilities.
  • Develops protocols for use by Enforcement, Field Inspections and other agency staff when provided information of potential human trafficking activity or encountering possible human trafficking victims and/or human trafficking environments.
  • Develops and conducts training for agency staff on protocols to employ when encountering possible human trafficking victims and/or human trafficking environments.
  • Serves as liaison to federal, state, and local agencies to facilitate program administration through cooperative inspections/investigations, records review, and other communications.  Serves as liaison to Agency staff, law enforcement, community organizations, consumers and regulated industries regarding Human Trafficking and Rapid Response program activities.
  • Conducts site assessments/inspections of facilities and equipment to identify potential human trafficking activities and victims and to ensure compliance with laws, rules, regulations and adopted standards by gathering and analyzing data, conducting interviews, analyzing and reviewing records/reports.
  • Develops and delivers training to members to the Anti-Trafficking Unit in collaboration with the Advisory Board and Anti-Trafficking Unit Manager.
  • Develops protocols, procedures for and prepares inspection and investigative reports, records, and correspondence for internal and external use and review.
  • Assists in preparing cases for and present testimony and evidence in formal hearings or court proceedings.
  • Represents the agency at association, community organization or governmental agency public speaking engagements to disseminate information related to human trafficking and law enforcement engagement and interaction.
  • Represents the agency on task forces related to human trafficking.
  • Analyzes legislation and develops recommendations for rules, policy and programmatic issues relating to the implementation and improvement of the Human Trafficking/Rapid Response Unit and assists in responding to legislative and external inquiries and requests. Participates in Cost Estimate, Bill Analysis or other agency legislative and/or implementation teams. 
  • Coordinates the collection, organization, analysis, and/or preparation of materials in response to requests for program information and reports.
  • Collaborates and exchanges information with various state or federal law enforcement organizations.
  • Attends mandatory Employee Assistance Program or other designated training for employees working in traumatic or challenging environments as directed.
  • Complies with Division and/or Agency training requirements.
  • Demonstrates a spirit of teamwork, offering positive and constructive ideas, encouragement and support to other members of the staff and team, while upholding the agency’s core values.
  • Keeps management appropriately informed of ongoing activity and critical matters affecting the operation and well-being of the agency.
  • Adheres to all TDLR Personnel Policies and performs other duties as assigned.

Minimum Requirements

Five (5) years of experience conducting research, analyzing information, applying deductive reasoning and writing reports; and/or, experience working in a social services or investigative role related to at-risk populations required. The experience requirements can be combined. Experience in critical incident or crisis response; human trafficking response and/or prevention; or an investigative field preferred.  Experience in a role requiring research, writing and analysis preferred.  Experience in the following areas regulated by TDLR preferred:  Massage Therapy, Cosmetology, Barbering, Laser Hair Removal, Electricians, Code Enforcement Officers, Combative Sports, Used Auto parts recyclers, Midwives, Industrial Housing and Building, Transportation Network Companies, and Water Well Drillers and Pump Installers. Graduation from an accredited four-year college or university with a degree in any of the following areas is preferred and may substitute for two (2) years of the experience requirement: Law/Pre-Law, Public Policy/Public Administration, Political Science, Social Services or Health Services. Veterans, Reservists or Guardsmen with an MOS or additional duties that fall in the fields of 11B- Infantryman, OS- Operations Specialist, YN- Yeoman, 16GX Air Force Operations Staff Officer or other related fields pertaining to the minimum experience requirements may meet the minimum qualifications for this position and are highly encouraged to apply.

Ability to gather, assemble, correlate, and analyze data; to devise solutions to problems; to prepare concise reports; and to develop, evaluate and interpret policies and procedures. Ability to lead others. Ability to train others; to establish and maintain effective working relationships; to communicate effectively, verbally and in writing; and to provide friendly, caring service to citizens, the regulated community, and employees of the Department. Must have excellent interpersonal skills and professional demeanor and attitude. Strong ability to communicate effectively in high-conflict situations and motivate and achieve results through others.
