A recent and significant change to the ASTM D4814 standard places an undue burden on fuel providers and retailers in various locations across Texas. Due to the significance of this change and an inadequate time for fuel providers and retailers to prepare, TDLR will exercise enforcement discretion regarding the sale of gasoline or gasoline-ethanol blends in the month of November, provided that the RVP volatility class aligns with a specification set forth in ASTM D4814 for Texas, regardless of where the sale of fuel takes place.
