The department requests comments on the proposed rule changes and information related to the cost, benefit, or effect of the proposed rule changes, including any applicable data, research, or analysis.

What are the proposed rule changes?

The proposed rule changes:

  • implement Senate Bill 3070, 89th Legislature, Regular Session (2025), which transferred the licensing and regulation of charitable bingo operations to the department on September 1, 2025, and changed several provisions of Occupations Code, Chapter 2001, Bingo;
  • simplify the rules by deleting text also found in statute and other unnecessary text, and by using consistent terms and plain language to make the rules easier to read and understand; and
  • update and explain certain terms and processes to be clear and open about how the department manages charitable bingo operations.

When and where can I review the proposed rule changes? 

The proposed rule changes will be published in the Proposed Rules section of the Texas Register on July 17, 2026. To locate these proposed rule changes on or after that date just follow these steps:

  2. Select html or pdf format for the “Current Issue” if the date shown is the date published, or under “Previous Issues” if more than a week has passed since publication. (The Texas Register is published each Friday.)
  3. Scroll down and click on “Proposed Rules.”
  4. Look for the heading “Texas Department of Licensing and Regulation” and click the subheading “Charitable Bingo Operations.”
