                                            <description><![CDATA[<p>TDLR is seeking Court Ordered Program Subject Matter Experts (SMEs) to serve on our Examination Review Committee (ERC) and to assist our Education and Examination Division with examination review, maintenance, development, and creation. SMEs are tasked with ensuring state examinations for licensure uphold stringent standards and are continually up to date by referencing current rules and laws.</p>
<p>If you are interested in becoming a SME, please complete the Examination Development Committee Application and send it in by January 5, 2026. TDLR staff will review all eligible Court Ordered Instructor licensees who hold <strong>all four (4) endorsements</strong>:  Alcohol Education Program for Minors (AEPM), Drug Offense Education Program (DOEP), DWI Education Program (DWIE), and DWI Intervention Program (DWII) and select the SMEs.</p>
<p>All SMEs receive training on their role and must sign a Non-Disclosure Agreement (NDA). The SME position tasks at a minimum include the following:</p>
<ul>
<li>Development of examination questions and answers.</li>
<li>Referencing rules and laws,</li>
<li>Reviewing or amending examination items for performance.</li>
<li>Traveling to Austin to participate in the ERC process.</li>
</ul>

                                            <description><![CDATA[<p><strong>Effective June 9, 2025, the department <em>will no longer</em> accept annual reports by fax, email, or mail</strong></p>
<p>If you offer more than one course, you must submit a separate annual report for each course.</p>
<p>If you have already submitted the annual report for this year, you must resubmit the report using the Online Licensing Services System.&nbsp;</p>
<p>To submit an Annual Report,</p>
<ul>
<li>log into the <a href="https://vo.licensing.tdlr.texas.gov/datamart/mainMenu.do" target="_blank" rel="noopener">Online Licensing Services System</a>;</li>
<li>select &ldquo;Court Ordered Provider Submit Annual Report&rdquo;;</li>
<li>follow the reporting instructions, and.</li>
<li>click &ldquo;Submit&rdquo; to finish.</li>

                    <title>Instructor Course Exam Notice</title>

<p>The Texas Department of Licensing and Regulation is now administering the Court Ordered Instructor Training Course exam, formally known as the Instructor Workshop. &nbsp;The course is a self-paced training course, and the applicant is responsible for studying the Department-provided course materials.</p>



<p>Applicants seeking approval for a Court Ordered Instructor License <strong><em>must:</em></strong></p>



<ul class="wp-block-list">
<li>Submit the <a href="https://www.tdlr.texas.gov/court-ordered/drug-and-alcohol/instructor-apply.htm">instructor application</a> and fee for approval by TDLR. Once the application has been approved, TDLR will send the applicant the Court Ordered Instructor Training Course Exam Registration form.</li>



<li>Mail in the Court Ordered Instructor Training Course Exam Registration form and $425 exam fee for each exam that will be taken. Once TDLR receives the registration form, the department will email the course material and candidate information bulletin for the exam they elected to take.</li>
</ul>



<p><strong>Exam Information</strong></p>



<ul class="wp-block-list">
<li>Exams are scheduled once a month and will be held in Austin, Texas.</li>



<li>If the applicant fails the exam, they will have 30 days to retake it.&nbsp;</li>



<li>Each exam is 1 hour long.</li>
</ul>

<p>The Texas Department of Licensing and Regulation (TDLR) is looking for SMEs to&nbsp;<strong>volunteer</strong>&nbsp;to serve on the Education Workgroup for all Court Ordered Education Programs.</p>



<p>The Education Workgroup will be responsible for helping the department determine best practices, required updates to curriculum, designation of appropriate resources to be used within the COP program, and advice on exam content.</p>



<p>Participants must be willing to sign a confidentiality document agreeing not to disclose content, materials, or the substance of discussions.</p>

<p>The Texas Department of Licensing and Regulation (TDLR) Enforcement division is developing an enforcement plan for the Offender Education Program industry and is seeking input from anyone involved in the industry.</p>



<p>The enforcement plan, which is required by Texas Occupations Code, §51.302(c), sets out the ranges of penalties and license sanctions that apply to alleged violations of the statutes and rules enforced by TDLR. The plan also presents the factors that the Department’s Enforcement staff consider when determining the amount of an administrative penalty to assess or the magnitude of a sanction to pursue. <p>Starting on&nbsp;<strong>October 23, 2022, the Texas Department of Licensing and Regulation will implement revised fees, license names and endorsement changes for</strong>&nbsp;the Offender Education Programs. The program is now called Court-Ordered Programs.</p>



<p>The changes come as a result of the implementation of Senate Bill 1480 and the September 1, 2022&nbsp;<a href="https://www.sos.state.tx.us/texreg/archive/August262022/Adopted%20Rules/16.ECONOMIC%20REGULATION.html#74" target="_blank" rel="noreferrer noopener">adoption of new rules</a>&nbsp;for Court Ordered Programs in Title 16 of the Texas Administrative Code.</p>



<p>A few of these changes include:</p>



<ul class="wp-block-list">
<li>A new version of rule §90.20, Instructor License Required, that introduces changes to the instructor licensing structure and the addition of court-ordered endorsements to the instructor license as required in SB 1480. The adopted rules allow a licensee to have one license that has up to four court-ordered endorsements.</li>



<li>A new rule, §90.30, Program Provider License Required, which introduces changes to the program provider licensing structure and the addition of court-ordered endorsements to the program provider license as required by SB 1480. The adopted rules allow a program provider to have one license that has up to four court-ordered endorsements to operate. Providers are no longer required to have a license for each location they own. SB 1480 also eliminated branch locations .</li>



<li>Fee changes as a result of new license structure:

<li>Program Provider License Fees (paid to department):
<ol class="wp-block-list">
<li>Initial license application and first endorsement fee&#8211;$300;</li>



<li>Additional endorsement fee&#8211;$280 per endorsement;</li>



<li>Renewal application fee&#8211;$200;</li>



<li>Reinstatement of endorsement fee&#8211;$280 per endorsement.</li>
</ol>
</li>



<li>Instructor License Fees:
<ol class="wp-block-list">
<li>Initial license application and first endorsement fee&#8211;$50;</li>



<li>Additional endorsement fee&#8211;$45 per endorsement;</li>



<li>Renewal application fee&#8211;$40;(D) Reinstatement of endorsement fee&#8211;$45 per endorsement.</li>
