HB 4215 creates a regulatory framework for Delivery Network Companies (DNC), requiring a license and authorizing TDLR to adopt rules establishing an administration fee.

HB 4215 defines a DNC as a business entity that offers or uses a digital network to arrange for the delivery of food, beverages, or consumer goods from a restaurant or retail establishment to a delivery customer and does not include an entity that only delivers products that the entity produces or stores on its premises.

As TDLR works on the process of rulemaking/fee implementation, it is important to note that those companies currently offering services, as those covered under the new DNC definition, are not required to take any immediate action and may continue operating until TDLR adopts the rules to implement the provisions of HB 4215. TDLR will continue guiding and offering resources to assist DNCs in transitioning to the new license type.

  • religious belief or affiliation;
  • gender;
  • disability; or
  • age
]]> Reminder – Accessibility Pilot Program Report Due https://www.tdlr.texas.gov/news/2020/12/21/reminder-accessibility-pilot-program-report-due/ TDLR-WP-POST-ID-613 Mon, 21 Dec 2020 20:52:00 +0000 This is a reminder that you must submit your report about your accessibility pilot program directly to the House Transportation Committee and the Senate Committee on Transportation no later than 75 days after your program ends.

As a refresher: State law requires Transportation Network Companies (TNC) permitted with the Texas Department of Licensing and Regulation to submit a report on the TNC’s accessibility pilot program, required by §2402.113, Texas Occupations Code to each legislative standing committee with jurisdiction over transportation issues.

We will not submit these reports to either committee on your behalf. Each transportation network company must comply with the law and submit their own report.

]]> Accessibility Pilot Program https://www.tdlr.texas.gov/news/2018/02/09/accessibility-pilot-program/ TDLR-WP-POST-ID-611 Fri, 09 Feb 2018 20:51:00 +0000 TDLR reminds all Transportation Network Company (TNC) permit holders to begin their accessibility pilot program no later than the 90th day after TDLR issued their TNC permit. TNC must submit a report demonstrating their compliance with this requirement no later than the 100th day after they begin a pilot program. Read the full requirements of the accessibility pilot program and its reporting at Texas Occupations Code Chapter 2402, §2402.113 and 16 Texas Administrative Code, §95.50. All reports should be submitted via webform.

]]> TNC Application Now Available https://www.tdlr.texas.gov/news/2017/12/01/tnc-application-now-available/ TDLR-WP-POST-ID-609 Fri, 01 Dec 2017 20:49:00 +0000 TDLR is now accepting applications for Transportation Network Company (TNC) permits.

Apply online now (select “register as a new user”).

TNCs that previously held a valid agreement with a Texas municipality and continued operating must apply on or before December 31, 2017.

We recommend all applicants review the TNC Law and TNC Administrative Rules before applying.
