The Texas Department of Licensing and Regulation proposes changes to the rules at 16 TAC, Chapter 60, Procedural Rules of the Commission and the Department.
What are the proposed rule changes?
The proposed rule changes:
- Allow the Department to require license applicants, license holders, and others who regularly receive correspondence from the Department to provide an e-mail address for purposes of receiving correspondence;
- Allow the Department, in limited circumstances, to accept license applications from individuals who are incarcerated by the Texas Department of Criminal Justice (TDCJ), but do not allow the Department to issue the license until the individual is released;
- Allows individuals in the custody of TDCJ to apply for a license if they are scheduled for release within the next 90 days and if they were previously licensed in the occupation for which they are seeking a license or if they have completed an approved training program.

The proposed rule changes will be published in the Proposed Rules section of the Texas Register on July 19, 2024. To locate these proposed rule changes on or after that date just follow these steps:

How and where can I submit comments on the proposed rule changes?
Comments on the proposed rule changes may be submitted online. The Department will accept comments on the proposed rule changes until August 19, 2024.
