The Texas Department of Licensing and Regulation proposes new rules at 16 TAC, Chapter 96, Electric Vehicle Supply Equipment.
What are the proposed new rules?
The proposed new rules:
- Add new rules designed to introduce and address the Department’s administrative rulemaking effort for the implementation of SB 1001 and 1732, and Texas Occupations Code, Chapter 2311, for the Electric Vehicle Charging Stations (EVS) program.
- Provide regulatory standards for electric vehicle supply equipment (EVSE) providers relating to: (1) electric vehicle charging unit registration; (2) investigation and inspection of EVSE; (3) EVSE provider duties and responsibilities; (4) program fees; and (5) enforcement.
When and where can I review the proposed new rules?
The proposed new rules will be published in the Proposed Rules section of the Texas Register on August 23, 2024. To locate these proposed new rules on or after that date just follow these steps:

Comments on the proposed new rules may be submitted online. The Department will accept comments on the proposed new rules until September 23, 2024.
