The Texas Department of Licensing and Regulation (Department) proposes the adoption of rules at 16 TAC, Chapter 131, Procedural Rules During Temporary Administration of the Texas Board of Veterinary Medical Examiners (Board).
What are the proposed rule changes?
The proposed rule changes:
- Implement Senate Bill (SB) 1414, 88th Legislature, Regular Session (2023), which placed the Board under the temporary administration of the Department until September 1, 2027;
- Provide that the Commission will make the ultimate decision in any contested case of the Board unless it delegates that power to the Board, the Board’s executive director, or the Department’s executive director; and
- Establish procedural rules for the handling of the Board’s contested cases during the period of temporary administration and resolve conflicts between the existing procedural rules of the Board and Commission.

The proposed rule changes will be published in the Proposed Rules section of the Texas Register on August 30, 2024. To locate these proposed rule changes on or after that date just follow these steps:
