Apply for a New Instructor Certification

Drug Education, Alcohol Education, and DWI Education Instructors

Eligibility Requirements

  • You must have a minimum of an associate’s degree in the field of psychology, sociology, counseling, social work, criminal justice, education, nursing, health, or traffic safety
  • You must meet one of the following requirements:
    • Be a licensed chemical dependency counselor, registered counselor intern, licensed social worker, licensed professional counselor, licensed professional counselor intern, certified teacher, licensed psychologist, licensed physician or psychiatrist, probation or parole officer, adult or child protective services worker, licensed vocational nurse, or registered nurse, OR
    • Have at least one year of documented experience in case management or education relating to substance abuse and/or mental health
  • You must successfully pass a criminal history background check
  • You must successfully complete the initial training course for instructors

Required Materials

To apply for a new license, complete and submit the appropriate application form. There is no fee to apply for this certification.

You will also be required to submit along with your application form:

  • Current resume
  • Proof of credentials in the form of copies of diplomas and/or licenses (if applicable)
  • Proof of documented experience (if applicable)

Certifications are valid for two years from the date of issue.


DWI Intervention Instructors

Eligibility Requirements

  • You must meet one of the following requirements:
    • Be a licensed chemical dependency counselor, registered counselor intern, licensed social worker, licensed professional counselor, licensed professional counselor intern, licensed psychologist, licensed physician or psychiatrist, OR
    • Have a minimum of an associate’s degree in the field of psychology, sociology, counseling, social work, criminal justice, education, nursing, or health
  • You must have a minimum of two years of documented experience providing direct client services related to the applicable internship, licensing, or education documented in the field of psychology, sociology, counseling, social work, criminal justice, education, nursing, health or traffic safety to persons with substance abuse problems or mental disorders
  • You must successfully pass a criminal history background check

Required Materials

To apply for a new license, complete and submit a DWI Intervention Program / Instructor Training and Certification Application (PDF). There is no fee to apply for this certification.

You will also be required to submit along with your application form:

  • Current resume
  • Proof of credentials in the form of copies of diplomas and/or licenses (if applicable)
  • Proof of documented experience (if applicable)

Certifications are valid for two years from the date of issue.


Multiple Certifications

You may obtain certification as an instructor in multiple types of offender education courses, but you must take the applicable offender initial training course for each particular program you wish to be certified in.


Applicants with Criminal Convictions

Please see the Guidelines for License Applicants with Criminal Convictions, which describe the process by which TDLR determines whether a criminal conviction renders an applicant an unsuitable candidate for the license, or whether a conviction warrants revocation or suspension of a license previously granted.

Certified Instructors are required to report, in writing, any felony or misdemeanor convictions.
