Tow truck operators need to choose only one designation. The Incident Management License allows a driver to perform incident management towing, private property towing and consent towing. The Private Property License allows private property towing and consent towing. The Consent Towing License only authorizes consent towing.

Please note that IM and PP Towing Operators are required to be certified by the National Drivers Certification Program of the Towing and Recovery Association of America or another certification program approved by the department BEFORE they are eligible for an IM or PP license. As of September 1, 2017, a person who is licensed as a Tow Operator can work at a Vehicle Storage Facility (VSF) without a separate VSF or dual VSF/Tow license. Dual VSF/Tow licenses will no longer exist, but current licenses will reMain valid until they expire. When dual licensees renew, they will have pick which license they want to keep – Tow Operator or VSF.
