                                            <description><![CDATA[<p>Dear Barber and Cosmetology Licensees,</p>
<p>New continuing education requirements go into effect on September 1, 2025.</p>
<p><strong><em>Please note changes to the continuing education (CE) requirements for all licensees.</em></strong></p>
<p>Starting on September 1, 2025, all Barber and Cosmetology licensees who have been licensed for fewer than 15 years must complete 4 hours of CE when they renew their license.</p>
<p>The 4 hours of CE must include the following:<br /> &bull; 1 hour in sanitation<br /> &bull; 2 hours of barber and/or cosmetology related information<br /> &bull; 1 hour of human trafficking prevention</p>
<p><strong>Multiple License Holders</strong><br /> Individuals holding both a barber and cosmetology license: CEs taken for <strong>one</strong> license will satisfy the CE requirements for the other license(s).</p>
<p><strong>License holders who have held a license for 15+ Years</strong><br /> Barbering and Cosmetology license holders who have held their license for 15 years or more are required to complete 2 hours of continuing education, as follows:<br /> &bull; 1 hour in sanitation<br /> &bull; 1 hour in human trafficking prevention </p>
<p><em>A dual license holder who has&nbsp;<strong>not</strong>&nbsp;held&nbsp;<strong>both</strong>&nbsp;licenses for 15 years or more must take the additional 2 CE hours in barbering and cosmetology related topics until&nbsp;<strong>both</strong>&nbsp;licenses have been held for 15 years.</em></p>

<p><strong>Thank you for sharing your suggestions and providing valuable feedback regarding the SHEARS updates. We appreciate your patience and understanding while the student enrollment and hours reporting processes were updated.</strong></p>



<ul class="wp-block-list">
<li>We have updated how enrollment and reporting of hours will be handled: Schools will enroll students and report all hours for Class A Barber and Cosmetology Operator students who enrolled after 7/1/24 under one permit.</li>



<li>We have removed the core permit from SHEARS.</li>



<li>All other course types will enroll students and continue to report hours as they have in the past.</li>
</ul>



<p>Our IT Team is aware that there is an issue regarding the total hours being displayed for students in SHEARS in the <strong>drop</strong> and the <strong>show student hours</strong> screens. The<strong> list students </strong>screen <em>does</em> appear to be accurately displaying a student’s total hours. The IT team is working to resolve these issues.</p>



<p>Meanwhile, please be assured that the student’s total hours as reported by the school are still in our system; <strong>no hours are missing</strong>. The discrepancy seen on some screens in SHEARS does not affect the student’s hours that we have on file and does not negatively affect any student’s exam eligibility.</p>



<p><strong>More Live Sessions Available!</strong></p>



<p>Please check your SHEARS login page for links to new dates and times for Live Sessions. (Look for the “Book Now” button.) During these Live Sessions, you can ask questions and learn more about SHEARS or compliance during a live Teams videoconference. If no dates are currently available, please continue to check back. We’ll add new sessions each month. <em>Please only sign up for one session so other schools have the opportunity to participate in a live session.</em>&nbsp;</p>

<p>SHEARS will relaunch on Monday, October 21, 2024, and <strong>all schools will have full access to SHEARS</strong>.</p>



<p>Thank you for your patience over the past weeks.</p>



<p>Schools will continue to report core hours under the core permit and specialty hours under the specialty permit until we implement improvements in November that will streamline the posting process.</p>



<p>The new enrollment process will no longer require schools to enter a student’s data twice during enrollment.</p>



<p>We know you have questions about these processes, and we’ll be issuing additional instructions and guidelines to help you. We’ll post the FAQs that were collected during the previous Live Sessions to the website.</p>



<p>We are finalizing dates and times for more online Live Sessions where you can ask questions and learn more about the improvements we’re making. </p>

<h2 class="wp-block-heading">HB 1560 Update:</h2>



<p><a href="https://capitol.texas.gov/BillLookup/History.aspx?LegSess=87R&amp;Bill=HB1560">House Bill 1560 (87R)</a>&nbsp;was passed by the 87th Texas Legislature and signed into law by Governor Greg Abbott on June 15, 2021, combining the Barbering and Cosmetology programs. As a result, on March 4, 2024, many barber businesses will receive an updated business license with a new license number and license type. Cosmetology businesses will receive an updated business license upon renewal.</p>



<p><strong>WHO</strong>: All beauty salons, barber shops, dual shops/salons, mini-barbershops, mini-salons, mobile-type shops and salons</p>



<p>The following license types will receive a new license number and a new establishment license will be issued upon renewal:</p>



<ul class="wp-block-list">
<li>Barber shops</li>



<li>Dual shops/salons</li>



<li>Mini-barbershops and Mini-dual shops/salons</li>



<li>Mobile barber shops and dual shops/salons</li>



<li>Mobile specialty* salons</li>
</ul>



<p>Beauty salons will keep the existing license numbers and only the heading and title will change.&nbsp;<strong>Upon renewal</strong>&nbsp;of your cosmetology business license, the updated establishment license will be mailed.</p>



<p><strong>An online “crosswalk” is under development to help license holders retrieve their&nbsp;<u>new</u>&nbsp;license information. When the current (old) license number is entered into the crosswalk, the new license number and expiration date will be displayed.&nbsp;</strong>You will have access to your old license number through&nbsp;<a href="https://www.tdlr.texas.gov/LicenseSearch/">Search Licensees</a>&nbsp;if you need to verify information pertaining to your establishment.</p>



<p><strong>WHAT:</strong></p>



<ul class="wp-block-list">
<li>All licenses will show the heading “Texas Barbering&nbsp;and Cosmetology” across the top of the license</li>



<li>All licenses with “shop,” “salon,” “shop/salon,” titles will be replaced with the “establishment” title</li>



<li>License types will change as seen in the table below:</li>

<p>If you hold multiple establishment licenses (for example a separate barber shop and beauty salon license), TDLR will use the expiration date from the license with the latest date.</p>

<li>If your school intends to teach new courses or make changes to distance education hours for the new school year that are not reflected on your certificate of approval, you will need to submit curriculum course applications for approval to offer those new courses and/or implement new distance education hours.</li>

<p>TDLR has received feedback from schools about difficulties in posting a sign that reads &#8220;SCHOOL&#8211;STUDENT PRACTITIONERS&#8221; in 10-inch block letters. To address these concerns, pursuant to Occupations Code §1603.2305, TDLR is providing an alternative manner of meeting the signage requirement effective immediately. Schools may post the sign provided on TDLR’s website instead of posting a 10-inch block letter sign. This alternative will satisfy the signage requirements of Occupations Code §1603.2305 and 16 Texas Administrative Code §83.72(v)(3).</p>
