                    <title>SB 1366 Information Relating to Operating Vehicles in Construction or Maintenance Work Zones</title>

<p>Construction work zone safety is a growing issue as there were approximately 27,900 crashes and 215 fatalities in construction work zones on Texas roads in 2024 and approximately 26,3000 crashes and 192 fatalities in construction work zones in 2023. SB 1366 aims to increase safety for drivers and construction workers by improving driver’s education on this issue.</p>



<p><a href="https://capitol.texas.gov/tlodocs/89R/billtext/html/SB01366F.htm" target="_blank" rel="noreferrer noopener"><strong>Senate Bill 1366</strong></a><strong>&nbsp;(89th Texas Legislature, Regular Session) requires each Driver Education course or Driving Safety course completed on or after September 1, 2026, to include information about Construction or Maintenance Work Zones.</strong></p>



<ul class="wp-block-list">
<li><strong>No later than August 1, 2026</strong>, providers <strong>must</strong> update their curriculum <strong>and</strong> submit to the department a current curriculum outline to the <a href="https://vo.licensing.tdlr.texas.gov/datamart/login.do">Online Statement of Assurance application.</a> A separate statement of assurance transaction must be submitted for each driver education provider and driving safety provider license. </li>
</ul>



<h2 class="wp-block-heading">The curriculum must include, at minimum:</h2>



<ul class="wp-block-list">
<li>How to safely drive through construction or maintenance work zones; </li>



<li>How to identify construction or maintenance zone flaggers and traffic signs;</li>



<li> The penalties, fines, and inherent dangers such as bodily injury, death, property damage associated with the violation of traffic laws in construction or maintenance work zones;</li>
</ul>



<h2 class="wp-block-heading">Modules:</h2>



<p>The following modules must be updated to include the new requirements supporting SB 1366. </p>

<li>Teen Courses: Modules 3 and 6</li>



<li>Exclusively for Adult Course: Topic 4.1.7.1</li>



<li>Driving Safety Course: Topic 4.2.5.1 or 4.2.8.1</li>

<h2 class="wp-block-heading">Duplicate Submissions:</h2>



<p>Once the provider has submitted the statement of assurance, they will receive an email confirmation and their Versa account will show the application status for the Statement of Assurance as “OPEN”.&nbsp; There is nothing further that needs to be done, the department will contact you if additional information is needed.</p>

<p>AUSTIN – The Texas Department of Licensing and Regulation (TDLR) has entered into a reciprocal<br>agreement with the Ohio Industry Licensing Board as part of its ongoing efforts to respond to growing<br>industry workforce needs. This agreement will allow licensed master electricians and master electrical<br>contractors to work in either state under a streamlined licensing process.</p>



<p>“I was proud to sign House Bill 11 to encourage TDLR to pursue occupational licensure reciprocity<br>agreements with other states,” said Texas Governor Greg Abbott. “This agreement with the State of Ohio<br>ensures that Texas has the master electricians needed to spur economic growth and offer good quality,<br>high-paying jobs. Texas will remove barriers to employment and cut red tape, so every Texan can earn a<br>living free from unnecessary government intrusion.”</p>



<p>“The demand for licensed electricians continues to grow nationwide, and Texas is taking action to meet it.<br>This new agreement removes unnecessary barriers while maintaining our high licensing standards,” TDLR<br>Executive Director Courtney Arbour. “By recognizing comparable credentials, we’re opening doors for<br>skilled electricians and supporting continued economic growth across our state.”</p>



<p>To qualify for license by reciprocity, applicants must hold a state master electrician license in Texas or a<br>state master electrical contractor license in Ohio in good standing for at least one year and gained their<br>license by passing that State’s administered exam. Each state’s prerequisites must still be met including, but not limited to, journeyman licensure and Ohio business law exam requirements. An Ohio master electrical contractor license is substantially equivalent to a Texas master electrician license.</p>



<p>House Bill 11, which was signed into law by Gov. Greg Abbott on May 29, 2025, directed TDLR and other<br>state agencies to pursue reciprocity agreements with other states to expand economic opportunities for<br>Texans.</p>



<p>TDLR continues to pursue reciprocity agreements with other states that have similar licensing requirements as part of a broader effort to strengthen the Texas workforce while preserving public safety and professional standards. The state currently has master electrician reciprocity agreements with Alabama, Arkansas, Iowa, Louisiana, Nebraska, and North Carolina and journeyman agreements with Alabama, Alaska, Arkansas, Idaho, Iowa, Nebraska, New Mexico, Oklahoma, South Dakota, and Wyoming.</p>

<p>TDLR is seeking <strong>Mold Assessors and Remediators</strong> Subject Matter Experts (SMEs) to serve on our Examination Review Committee (ERC) and to assist our Education and Examination Division with examination review, maintenance, development, and creation. SMEs are tasked with ensuring the states’ examination for licensure uphold stringent standards and are continually up to date by referencing current rules and laws.</p>



<p>If you are interested in becoming a SME, please complete the Examination Development Committee Application and send it in by <strong>June 29, 2026</strong>. Preferred qualifications include but are not limited to:</p>

<p>The Texas Department of Licensing and Regulation (TDLR) will implement Late Inspection Fees for overdue boiler inspections beginning <strong>June 15, 2026</strong>. These fees are in accordance with 16 Texas Administrative Code, Chapter 65 – see §65.61, Inspection of All Boilers Required, Fees, and Sanctions, for details.</p>



<p>Late Inspection Fees will be assessed when a boiler inspection is not completed by its required due date. Fees will continue to accrue daily until the inspection has been conducted. The fee schedule is as follows:</p>



<ul class="wp-block-list">
<li><strong>0–30 days late:</strong> $25 per day</li>



<li><strong>31–60 days late:</strong> $50 per day</li>



<li><strong>61+ days late:</strong> $100 per day</li>
</ul>



<p>These fees are part of the Boiler Safety Program’s system updates designed to improve accuracy in tracking overdue inspections and streamlining the billing and notification process for boiler owners and Authorized Inspection Agencies (AIAs).</p>



<p>TDLR encourages all boiler owners and AIAs to ensure inspections are completed on time to avoid the assessment of late fees.</p>

                                            <description><![CDATA[<p>Manufacturers must submit a monthly report for every industrialized house, building, module, or modular component constructed during the month for which a decal or insignia was attached.</p>
<p>This requirement can be found in the Texas Admin Code Rule <a href="https://texas-sos.appianportalsgov.com/rules-and-meetings?$locale=en_US&amp;interface=VIEW_TAC_SUMMARY&amp;queryAsDate=05%2F15%2F2026&amp;recordId=173183">70.50(a)</a>. <p>Reports must be submitted <strong>in the Department‑required format no later than the 10th day of the following month</strong>.</p>
<p>Each manufacturer is required to:</p>
<ul>
<li>Keep a copy of every monthly report for at least <strong>five years</strong>.</li>
<li>Clearly identify any corrections to previously submitted reports, including what is being corrected and the original report&rsquo;s month and date.</li>
<li>Ensure that each report contains:
<ul>
<li>Serial or identification number of each unit</li>
<li>Decal or insignia number attached to each unit</li>
<li>Name and registration number of the industrialized builder, or the installation permit number of the purchaser</li>
<li>Date the decal or insignia was attached</li>
<li>The intended use of the completed structure (e.g., single‑family residence, school classroom, church, restaurant, equipment shelter, hazardous storage building). General terms such as &ldquo;modular building&rdquo; or &ldquo;kiosk&rdquo; may not be used.</li>
<li>Any additional information required by the Department</li>
<li>A declaration of <strong>zero units</strong> if no activity occurred during the reporting month</li>
</ul>
</li>
<li>Report the disposition of any units taken back into possession that were previously reported as shipped but not yet installed.</li>
</ul>
<p><strong>Enforcement Notice</strong></p>
<p>Failure to submit the required monthly report by the deadline may result in the matter being referred to the <strong>Enforcement Division</strong> for further action.</p>

<p>TDLR is seeking <strong>Auctioneer Subject Matter Experts</strong> (SMEs) to serve on our Examination Review Committee (ERC) and to assist our Education and Examination Division with examination review, maintenance, development, and creation. SMEs are tasked with ensuring the states’ examination for licensure upholds stringent standards and are continually updated by referencing current laws and rules.</p>



<p>If you are interested in becoming a SME, please complete the Examination Development Committee Application and send it in by <strong>June 8, 2026</strong>. Preferred qualifications include but are not limited to a minimum of 2 years of specialty experience in: Auctioneer Schooling and/or instruction, vehicle sales, charity, and estate sales. TDLR staff will review all eligible licensees and select the SMEs.</p>



<p>All SMEs receive training on their role and must sign a Non-Disclosure Agreement (NDA). The SMEs duties, at a minimum, include the following:</p>



<ul class="wp-block-list">
<li>Development of examination questions and answers.</li>



<li>Referencing laws and rules,</li>



<li>Reviewing or amending examination items for performance.</li>



<li>Traveling to Austin to participate in the ERC process.</li>
</ul>
