Bingo Advisory Committee Meeting

This meeting will take place at 1106 Clayton Lane, Suite 125E, Austin, Texas and via videoconference and will be broadcast on TDLR’s YouTube channel: https://www.youtube.com/user/TexasLicensing/streams. The Committee’s Presiding Officer will be present at the meeting location. The meeting agenda and materials are available on the department’s webpage at www.tdlr.texas.gov.   4. Public Comment
    Any person wishing to address the Committee in person should complete a Public Comment Form and submit it to the Committee Liaison at the meeting. Public Comments may also be made via email or videoconference. Any person wishing to address the Committee via videoconference must submit an email by following the Public Comment Instructions found on the last page of this agenda or located at www.tdlr.texas.gov. Emails must be submitted to the Committee liaison at board.comments@tdlr.texas.gov by 12:00 p.m. (CDT), Monday, June 29, 2026. Comments will be limited to no more than three minutes. The Committee will not hear public comments or testimony regarding a pending contested case.
  5. Agency Update – informational update on agency operations, staffing, and legislative activity relevant to the program.
  6. Discussion and possible recommendation on the proposed amendments and a new rule in 16 Texas Administrative Code (TAC), Chapter 141, Subchapter A, §§141.100, 141.101, and 141.102; Subchapter D, §141.400, 141.443, 141.451, and 141.453; Subchapter E, §141.514; and Subchapter G, §141.702, and a new rule at Subchapter E, §141.515 regarding Charitable Bingo. These amendments implement Senate Bill (SB) 3070, 89th Legislature, Regular Session (2025), streamline rules consistent with the purpose and goals of SB 14, 89th Legislature, Regular Session (2025), and update and clarify certain terms or processes to increase transparency.
  7. Update on BOSS (Bingo Operating Services System) and Bingo Service Portal (BSP) database updates required by Sunset Management Action 5 regarding the prioritization of IT updates and the elimination of paper-based processes in CBOD.
  8. Discussion and update on subcommittee reports:
    1. FY 2026 Workplan #3: Research and identify methods of play in other states to help promote new ideas to increase attendance and charitable distributions.
    2. FY 2026 Workplan #4: Identify methods and opportunities for industry to raise awareness of the role and contributions charitable bingo makes in Texas.
    3. Sunset Recommendation 4: Establish appropriate inspection criteria related to fiscal responsibility.

Written comments must be submitted to board.comments@tdlr.texas.gov no later than 12:00 p.m. (CDT) on Thursday, June 25, 2026. Comments will be provided to the Committee members for their review prior to the meeting but will not be read aloud during the public meeting.
