Courtney Arbour

Courtney Arbour

Executive Director

Courtney Arbour is the Executive Director of the Texas Department of Licensing and Regulation (TDLR), where she leads efforts to protect public health and safety while ensuring a transparent and efficient regulatory environment for more than 960,000 licensees.

Previously, she worked at the Texas Workforce Commission, focusing on programs that connect employers and skilled workers. With extensive experience in workforce, education, and regulatory programs, Arbour brings a unique perspective to TDLR’s diverse portfolio. She is passionate about making government services accessible and efficient for Texans.

Arbour is a former member of the Texas Human Trafficking Prevention Coordinating Council and continues to work on initiatives addressing human trafficking. She serves on Governor Greg Abbott’s Task Force for Consolidation of Workforce and Social Services and has held leadership roles with national and state organizations focused on workforce development. Arbour is an alumna of Howard Payne University and the Governor’s Executive Development Program at the LBJ School of Public Affairs at the University of Texas.


Steve Bruno

Deputy Executive Director for Licensing Services

As Deputy Executive Director for Licensing Services, Steve Bruno oversees the Licensing, Customer Service and Education and Examination Divisions. The Licensing Division processes and reviews applications and issues licenses to qualified individuals and businesses in accordance with statutory requirements. The Customer Service Division responds to customer contacts received by phone, email, and social media posts, and provides in-person assistance in the lobby at TDLR headquarters in downtown Austin. The Education and Examination Division oversees requirements for examinations, continuing education, and pre-licensure education as established in law and rule for the professions and industries TDLR regulates.

Bruno has a total of 11 years with TDLR. He was hired as a Government Relations Officer in 2007, holding that position until he left in 2012. After four years in the private sector, he returned to TDLR and served most recently as Legislative Director. Bruno has many years of experience working in the Texas House of Representatives as legislative director and chief committee clerk. He graduated from St. Edward's University and has a Master's in Public Affairs form the LBJ School of Public Affairs at UT Austin.


Brandy Myers

Deputy Executive Director for Administration

As the Deputy Executive Director for Administration, Brandy Myers oversees the Financial Services Division, the Office of Strategic Communications and Process Improvement, Asset Management, Information Technology, Information Security Office, and Contracting and Procurement Services as well as the agency’s emergency response team.

Myers has been with TDLR since 2019, when she joined as the agency’s Chief Financial Officer. She previously was Chief Financial Officer of the Texas Medical Board, and has 16 years of state experience in finance, budgeting, purchasing, payroll and risk management. She has a degree in business administration and holds certifications as a Texas Contract Developer and a Texas Contract Manager, and is a graduate of the Governor’s Executive Development Program at the LBJ School of Public Affairs at the University of Texas at Austin.


Susanna Holt Cutrone

Deputy Executive Director for Regulatory Services

As Deputy Executive Director for Regulatory Services, Susanna Holt Cutrone oversees the Enforcement, Field Inspections and Compliance Divisions. The Enforcement Division resolves complaints against licensees and other regulated populations through a risk-based approach to complaint resolution that prioritizes issues that pose the greatest risk to the public. The Field Inspections Division performs fair, thorough, and timely inspections to protect the public’s health and safety and educate licensees. The Compliance Division provides the regulated community and internal staff with guidance to achieve compliance with applicable laws, rules, codes, and standards for the benefit of consumers and the public.

Cutrone joined TDLR in 2024 after serving as Deputy General Counsel at the Texas Workforce Commission, where she oversaw litigation and employment law issues. Prior to that, she served as Director of Human Resources Management providing leadership over HR, training and development functions.
