As Executive Director of the Texas Department of Licensing and Regulation, Courtney Arbour leads an agency that focuses on protecting the health and safety of Texans while fostering a transparent, commonsense, predictable regulatory environment.
Arbour’s experience as an executive running statewide and regional workforce, education and regulatory programs provides her with a unique perspective on the broad range of occupations, businesses, facilities and equipment that comprise TDLR’s regulatory portfolio.
While at the Texas Workforce Commission, Arbour was responsible for implementing workforce, education and regulatory programs that had a goal of developing, protecting and connecting employers and workers. She is passionate about the power of work, believing that government can serve as a resource to helpTexans navigate programs and services with ease and efficiency.
Arbour is a past member of the Texas Human Trafficking Prevention Coordinating Council, an endeavor she is passionate about both personally and professionally. Several TDLR regulated professions have a potential nexus with human trafficking, so her work in this area will continue.
Arbour is a member of Governor Greg Abbott’s Task Force for Consolidation of Workforce and Social Services. She previously was appointed to the Texas Early Learning Council. She has served as Vice-Chair of the National Association of State Workforce Agencies Employment &Training Committee and is a Workforce Fellow with Results for America, building evidence-based practices into the delivery of grants.
Arbour is an alumna of Howard Payne University in Brownwood, Texas and completed the Governor’s Executive Development Program at the LBJ School of Public Affairs at the University of Texas at Austin.
