Courtney Arbour
Executive Director
Courtney Arbour is the Executive Director of the Texas Department of Licensing and Regulation (TDLR), where she leads efforts to protect public health and safety while ensuring a transparent and efficient regulatory environment for more than 1 million licensees.
Before joining TDLR, she worked at the Texas Workforce Commission, focusing on programs that connect employers and skilled workers. With extensive experience in workforce, education, and regulatory programs, Arbour brings a unique perspective to TDLR’s diverse portfolio. She is passionate about making government services accessible and efficient for Texans.
Arbour is a former member of the Texas Human Trafficking Prevention Coordinating Council and continues to work on initiatives addressing human trafficking. She serves on Governor Greg Abbott’s Task Force for Consolidation of Workforce and Social Services and has held leadership roles with national and state organizations focused on workforce development. Arbour is an alumna of Howard Payne University and the Governor’s Executive Development Program at the LBJ School of Public Affairs at the University of Texas.
Susanna Holt Cutrone
Chief of Staff
As Chief of Staff, Susanna Holt Cutrone oversees the Anti-Human Trafficking Human Division; the Human Resources Division; the Administration Division, including Contracting and Procurement Services; and the Office of Strategic Communications.
Cutrone joined TDLR in 2024 after serving as Deputy General Counsel at the Texas Workforce Commission, where she oversaw litigation and employment law issues. Prior to that, she served as Director of Human Resources Management providing leadership over HR, training and development functions.
Steve Bruno
Deputy Executive Director, Licensing & Regulatory Services
As Licensing & Regulatory Services Deputy Executive Director, Steve Bruno oversees the Licensing; Customer Service; Compliance; Field Inspections; Enforcement; and Education and Examination Divisions.
Bruno has spent more than 13 years with TDLR. He was hired as a Government Relations Officer in 2007, holding that position until he left in 2012 to join the private sector. In 2016, he returned to TDLR and had served most recently as Legislative Director. Bruno has many years of experience working in the Texas House of Representatives as legislative director and chief committee clerk. He graduated from St. Edward's University and has a Master's in Public Affairs form the LBJ School of Public Affairs at UT Austin.
Sergio Rey
Interim Lottery & Charitable Bingo Deputy Executive Director
As Interim Lottery & Charitable Bingo Deputy Executive Director, Sergio Rey oversees the administration, operations, enforcement and media relations activities of the Texas Lottery and Charitable Bingo programs within TDLR. Before the Texas Lottery Commission’s (TLC) transition to the agency in September 2025, Rey was named TLC’s Acting Deputy Executive Director in April 2025 while continuing as Chief Financial Officer (CFO) – a role he began in October 2023. As CFO, he directed fiscal accounting, appropriations, revenue forecasting jackpot estimations, payables, and payroll, while also serving as TLC’s lead liaison for the transition to TDLR.
Rey has more than 25 years of state government accounting experience and nearly 20 years of ERP project management support and leadership. He led implementation of the state’s Centralized Accounting & Payroll/Personnel System (CAPPS) at multiple agencies and previously held deputy CFO and accounting management positions at the Texas Department of Motor Vehicles, Texas Water Development Board, Texas State University and Texas Commission on Environmental Quality. He earned a Bachelor of Business Administration in Accounting from Texas State University and holds certifications in contract development and management. Rey is also a graduate of the Texas Certified Public Manager Program, Texas Fiscal Officers Academy and the Governor’s Center for Senior Management.
Glenn Neal
Transition Director
As Lottery Transition Director, Glen Neal is overseeing the transition of the Texas Lottery and Charitable Bingo Program from being a separate agency into becoming a division of TDLR.
Before joining TDLR in 2025, Neal worked as an independent consultant in government affairs focusing on state legislative affairs and state government administration. He was director of business operations and director of transition management for the Texas Workforce Commission. Neal also worked as a deputy commissioner and director of external relations for the Texas Department of Assistive and Rehabilitative Services.
Neal has a bachelor of arts degree in Government from the University of Texas at Austin and a master’s in public administration from Texas State University. He is a graduate of the Governor’s Executive Development Program at the LBJ School of Public Affairs.
Brandy Myers
Chief Financial Officer
As the Chief Financial Officer, Brandy Myers oversees the Financial Services Division.
Myers has been with TDLR since 2019, serving as Chief Financial Officer and Deputy Executive Director for Administration. She previously was Chief Financial Officer of the Texas Medical Board, and has 16 years of state experience in finance, budgeting, purchasing, payroll and risk management. She has a degree in business administration and holds certifications as a Texas Contract Developer and a Texas Contract Manager and is a graduate of the Governor’s Executive Development Program at the LBJ School of Public Affairs at the University of Texas at Austin.
John Fowler
Chief Information Officer
John Fowler is the Chief Information Officer at the Texas Department of Licensing and Regulation (TDLR). He has worked for the great state of Texas for more than 18 years. During that time John lead a team that supported the Unemployment Insurance system including during the pandemic in which the system processed over $55B.
In his current role, John leads multiple teams supporting the licensing and regulatory functions as well as the lottery functions for TDLR. TDLR’s functions include a broad range of occupations, businesses, facilities, and equipment that are vital to Texas as well as supporting the Texas Lottery which generates ~$8B/year in revenue. John’s efforts are focused on modernizing the TDLR’s systems and infrastructure that will serve as the foundation for the future.
John is a dedicated public servant with prior experiences including working for Accenture and running his own consulting business. He graduated with honors in Economics from the University of Texas at Austin and earned his MBA from St. Edward’s University.
Doug Jennings
General Counsel, Licensing & Regulation
As TDLR’s general counsel, Doug Jennings serves as TDLR’s chief legal officer and oversees the agency’s Office of General Counsel. The Office of General Counsel provides legal guidance to all parts of the agency and its governing commission, leads its rulemaking efforts, and works behind the scenes to ensure that all of the agency’s initiatives and programs comply with applicable law.
Jennings joined the agency in 2016 as an assistant general counsel and was promoted to the position of General Counsel in 2023. Before arriving at TDLR, he served as an assistant attorney general for the island state of Yap, part of the Federated States of Micronesia. Prior to that, Jennings held the position of Senior Attorney for the Mississippi Secretary of State’s Division of Policy and Research. He has also worked in private practice, where he specialized in intellectual property matters.
Jennings holds a B.A. from Vanderbilt University, a J.D. from the University of Mississippi School of Law, and an LL.M. in international legal studies from the New York University School of Law.
