2027-2031 Strategic Plan

Every two years, TDLR develops a Strategic Plan to guide the department’s work over the next five years. This process helps us set priorities, identify opportunities for improvement, and continue serving Texans with integrity, efficiency, and transparency.

Prepared in accordance with the strategic planning requirements of the Legislative Budget Board and the Governor’s Office and approved by the Commission of Licensing and Regulation on May 20, 2026, the Strategic Plan outlines TDLR’s mission, goals, priorities, and strategic direction. It reflects input received from stakeholders, advisory board members, agency staff, and the public through meetings, surveys, and other outreach efforts conducted throughout the strategic planning process.

In addition to our Strategic Plan are our Supplemental Schedules, which augment and support the plan with a specific focus on six areas: budget structure; performance measure definitions; historically underutilized businesses (HUBs); our Agency Workforce Plan; a report on customer service; and our certificate of compliance with cybersecurity training.

The Supplemental Schedules will be posted separately and available following the approval of the agency’s budget structure and performance measures.
