2027-2031 Strategic Plan

Every two years, TDLR develops a Strategic Plan to guide the department’s work over the next five years. This process helps us set priorities, identify opportunities for improvement, and continue serving Texans with integrity, efficiency, and transparency.

The 2027-2031 Strategic Plan will outline our mission, operational goals, and key initiatives, along with the actions we’ll take to achieve them. It will also identify areas where changes in law or policy may be needed to better support our work and the people we serve.

Your Input Matters

We’re taking our strategic planning process on the road and we want to hear from you.

Join us at an upcoming public session on Monday, April 13, 2026, in Houston, Fort Worth, or San Antonio. If you can’t attend in person, you can participate in our virtual option on Wednesday, April 15, 2026.

These sessions are an opportunity to share your ideas, experiences, and feedback to help shape the future of TDLR.

As we develop our next Strategic Plan for 2027-2031, we continue to build on the priorities, progress, and insights from our current plan. The 2025-2029 Strategic Plan reflects our ongoing commitment to strong operations, effective regulation, and earning the trust of Texans.

In addition to our Strategic Plan is our Supplemental Schedules, which augment and support the plan with a specific focus on six areas: budget structure; performance measure definitions; historically underutilized businesses (HUBs); our Agency Workforce Plan; a report on customer service; and our certificate of compliance with cybersecurity training.
