2025-2029 Strategic Plan

Every two years, TDLR joins every other state agency by preparing and filing a Strategic Plan with the Office of the Governor.

This important document maps out TDLR’s next five years and creates a strategic plan.

In this document, TDLR outlines its mission, operational goals, action plans, and strategic initiatives. In telling our story, TDLR tapped each of its divisions to concisely explain who we are, what we believe, who we regulate, and how we do it. We highlight what we have done since our last Strategic Plan (2023-2027) and we outline what challenges we currently face in order to continue our goal to be the best at earning the trust of Texans every day.

TDLRs operational goals and action plans cover seven specific areas we hope to improve and become. Our strategic initiatives explain how we plan to get there. Here we cite several statutes, our recommended statutory changes, the reason for these changes, and the benefit of these changes.

In addition to our Strategic Plan is our Supplemental Schedules, which augment and support the plan with a specific focus on six areas: budget structure; performance measure definitions; historically underutilized businesses (HUBs); our Agency Workforce Plan; a report on customer service; and our certificate of compliance with cybersecurity training.
