Certified Technician Training Program Approval
Training program providers may apply for approval to offer a Certified Technician Training Program, which individuals may take to qualify for an Air Conditioning and Refrigeration Certified Technician designation from TDLR.
Any entity (including secondary schools, institutions of higher education or apprenticeship programs) may offer an Air Conditioning and Refrigeration Certification Training Program to the public, however providers offering non-approved "certification programs" should clearly communicate to students that these courses are not recognized by TDLR.
Apply for a New Training Program Approval
Application and Fee
Submit a completed Certification Training Program Application Form (PDF) along with the non-refundable application fee of $90. Please include with your application materials all required documentation, as specified below.
Training program approvals are valid for a period of one year from the date of issue.
Course Syllabus
Provide a course syllabus and/or course outline demonstrating the length of the training program, which must include a total of at least 2,000 hours.
Include with your application a brief description of the topics and technical requirements that will be covered during the training program.
You must clearly demonstrate that the program has a total of at least 2,000 hours of combined classroom instruction and practical experience in air conditioning and refrigeration-related work under the supervision of a licensed air conditioning and refrigeration contractor.
Training Materials
Include with your application materials copies of course materials, such as textbooks, videos, audio recordings, handouts, and other study materials used in the training program.
Instructor Qualifications
You must provide the names and license numbers of all licensed air conditioning and refrigeration contractors who will supervise program participants. Air conditioning and refrigeration contractors must hold a current and valid Texas license.
Renew a Training Program Approval

Certification of Continued Compliance
As part of the renewal process, you will be asked to certify that the program continues to meet the requirements of the administrative rules, as established during the initial approval process.
Changes to the Curriculum or Materials
If your program has made any changes to the curriculum or program materials since the previous approval, you must provide the department with a summary of changes and provide copies of course materials upon request.
Instructor Qualifications
As part of the renewal process, you must provide an updated list of the names and license numbers of all licensed air conditioning and refrigeration contractors who supervise program participants. Air conditioning and refrigeration contractors must hold a current and valid Texas license.
Certificates of Completion
Provide a sample of the certificate of completion that will be provided to each participant who completes the training program. The certificate must include the following items:
- Name of provider and training program certification number, which will be provided upon approval
- Training program completion date
- Printed name and signature of provider representative
- Full name of participant
Training program providers must provide to each participant who completes the program a certificate of completion no later than 10 days after completing the program. Providers must retain completion certificates for two years.
