Decision of the Texas Industrialized Building Code Council

On February 11, 2026, the Industrialized Building Code Council considered the submission of State Service Company, Spitzer Industries / Volta LLC, Volta LLC, and Primiceri S.P.A. and their request for approval of alternate materials or methods of construction pursuant to 16 Tex. Admin. Code § 70.103.

After a presentation of materials and discussion, the Industrialized Building Code Council APPROVED the following, specifically limited to the Rio Grande LNG Project, Phase 2, Trains 4 and 5, located in Brownsville, Texas, by the identified entities submitting the request:

The use of Articles 1207.3.1, 1207.5.1, 1207.5.5 and 1207.6.3 of the 2024 edition of the International Fire Code solely for the identified project phase by the following entities.

The approval is limited to the specific manufacturers and project identified above.

APPROVED and EFFECTIVE as of the 11th day of February, 2026.
