Texas Workforce Commission’s Youth Driver Education Funding Program

The Texas Workforce Commission’s (TWC) Youth Driver Education Funding Program provides funding to help youth who were in foster care or who are homeless receive driver education so they can obtain driver licenses.

The program pays the fees associated with meeting the requirements for becoming licensed drivers, including paying driver education schools for driver education classes, in-car instruction and road tests. By becoming a TWC vendor with the Youth Driver Education Funding Program, driving schools can assist eligible youth and young adults in becoming licensed, safe drivers and help them open the door to employment and a successful transition to adulthood.   

How Can Driver Education Schools Participate? 

Providers must:

  1. Be registered with the Texas Department of Licensing and Registration (TDLR) as a licensed Driver Education Provider with the In-person and Online Endorsement.
  2. Be a registered vendor with TWC by completing the TWC1020 form, TWC Substitute W-9 and Direct Deposit. These forms can be found here and can be submitted to DriverEducationProgram@twc.texas.gov.  

How Can Youth and Young Adults Participate? 

Once an applicant selects a driver education school, the applicant must: 

  1. Read and follow the Application Instructions (MS Word) before paying any fees
  2. Complete the Student Application Form (MS Word)
  3. Submit Student Eligibility Requirement Form (MS Word)

Submit both items via email to DriverEducationProgram@twc.texas.gov.

Within five days, TWC staff will review the forms and email the applicant to tell them whether they are eligible for the program. The driver education provider will be copied in the email. TWC will process the payment request for eligible applicants. If additional services such as more driving practice hours or additional in-car driving tests are needed, the applicant will need to complete a new application.
