Summary of Proposed Rule Changes

The Texas Department of Licensing and Regulation proposes changes to the rules at 16 TAC, Chapter 77, Service Contract Providers and Administrators. For information on the proposed rule changes and how you can submit public comments, please see the documents below: The Department will accept comments on the proposed rule changes until March 25, 2024.

New Laws Affecting Service Contract Providers

Beginning September 1, 2023, the following changes to the Service Contract Provider (SCP) program will go into effect as a result of recently-passed legislation (HB 4316). Residential Service Companies (Home Warranties)

Oversight of the Residential Service Companies (Home Warranties) (RSC) program was transferred to TDLR from the Texas Real Estate Commission (TREC) on September 1, 2021.
