The Texas Commission of Licensing and Regulation adopted amendments to existing rules at 16 Texas Administrative Code (TAC), Chapter 60, Subchapter K, §60.501, §60.502, §60.504, §60.510, §60.514, and §60.516; adopted the repeal of existing rules at Subchapter K, §60.503, §60.512, §60.518, and §60.519; and adopted new rules at Subchapter K, §60.512, §60.517, §60.518, and §60.520, regarding the Procedural Rules of the Commission and the Department.
The adopted rules are necessary to implement House Bill (HB) 5629 and Senate Bill (SB) 1818 (89th Legislature, Regular Session (2025)), which amend state law regarding occupational licensing and recognition of out-of-state occupational licenses for military service members, military veterans, and military spouses.
The adoption justification was published in the November 21, 2025, issue of the Texas Register (50 TexReg 7549). The updated rule chapter will be available in the Texas Administrative Code upon its effective date of December 1, 2025.
