The Texas Department of Licensing and Regulation proposes changes to the rules at 16 TAC, Chapter 84, Driver Education and Safety. The Department requests comments on the proposed rule changes and information related to the cost, benefit, or effect of the proposed rule changes, including any applicable data, research, or analysis.
What are the proposed rule changes?
The proposed rule changes implement Senate Bill 1366, 89th Legislature, Regular Session (2025). The rules add a requirement for driver training providers to include information in driver training instruction courses related to the inherent dangers such as bodily injury, death, and property damage associated with the violation of traffic laws in construction and maintenance work zones. The rule changes also add penalties and/or fines for these violations.

The proposed rule changes will be published in the Proposed Rules section of the Texas Register on December 19, 2025. To locate these proposed rule changes on or after that date just follow these steps:
