Licensing Requirements for a VSF

VSF Facility License

A person may not operate a VSF unless the person holds a VSF license issued by the department.

Each VSF physical location or lot is a separate facility and must obtain a VSF license. No two VSF’s may operate out of the same fenced area.

Background Checks

All controlling persons must pass a background check before obtaining a license. A "controlling person" includes owners, partners (if it is a partnership), all corporate officers (president, secretary, and treasurer if a corporation), and managers of the company (if the company is managed by someone other than the owners).

All employees who work at the VSF must also have a background check before a license may be issued.

The department will conduct a criminal history background check on all persons who apply for a license. Criminal convictions are reviewed on a case-by-case basis. Licenses may be denied based on the nature of the conviction and how long prior to the application the conviction occurred. Depending on your criminal history, a review can take from one to six weeks to complete.

Individuals may request TDLR review their criminal background before actually applying for a license. TDLR uses the same process for this pre-application evaluation as the process described below. See the Criminal History Evaluation Letter page for more information.
