Digitally Prearranged Remote Services
Texas law allows certain barbering and cosmetology services to be scheduled through a digital networkand performed by a licensed practitioner at a location that is not a licensed establishment.
All remote services must be provided by an appropriately licensed person who is practicing within the scope of the person’s license.
Before remote services are provided, all implements and supplies must be cleaned, disinfected, and sanitized or sterilized.
All remote services must be performed in compliance with all safety and sanitation requirements related to the services provided.
Allowable Services
- haircutting
- hairstyling
- weaving a person's hair by thread and needle or attaching by clamps or glue
- arranging, beautifying, shaving with a safety razor, styling, or trimming a person’s mustache or beard
- beautifying a person's face, neck, or arms using, antiseptic, tonic, lotion, powder, oil, clay, or cream
- removing superfluous hair on the face using tweezers
- massaging, cleansing and treating person’s hands or feet for polish change manicures and pedicures, and non-whirlpool foot basin pedicures only
- applying semi-permanent, thread-like extensions composed of single fibers to a person's eyelashes
Prohibited Services
- coloring
- processing
- bleaching
- dyeing
- tinting
- cosmetic preparations including, but limited to, depilatories, sugaring, and waxing
- portable whirlpool foot spa pedicures
Prior to Service
The remote service business must provide you with the following information through their digital network prior to any service being performed:
- first and last name of person providing the service
- license or permit number of person providing the service
- photograph of the person providing the service
- the website address and telephone number of the remote service business
- TDLR’s website address and telephone number
- notice that the client may contact TDLR to file a complaint against the remote service business or person performing the service
Receipt for Service
The remote service business must, within a reasonable amount of time after the appointment, provide you with a receipt that includes the following:
- date the service was provided
- description of the service
- first and last name of the licensee who performed the service
- license or permit number of the person who provided the service
- the website address and telephone number of the remote service business
- TDLR’s website address and telephone number
- notice that the client may contact TDLR to file a complaint against the remote service business or person performing the service
